What You Will Actually Study
Course-specific knowledge
Public administration and diplomacy operate through mandates, evidence, procedure and accountability. A policy problem should be defined before a solution is selected; the policy cycle commonly includes agenda setting, analysis, option development, decision, implementation, monitoring and evaluation. Public value requires considering legality, effectiveness, equity, cost, feasibility and the interests of affected groups. Records and reasons for decisions support transparency and institutional memory. Diplomacy relies on accurate briefing, clear mandates, protocol, careful language, listening and negotiation; a negotiator should distinguish positions from underlying interests and know what authority exists to make commitments. Official communication must preserve classification, confidentiality and approval rules. Humanitarian and international work also uses “do no harm” thinking, conflict sensitivity, stakeholder mapping and neutral documentation. Political advocacy is different from impartial analysis; professional work should identify sources, uncertainty and alternative interpretations.
Applied professional task
Choose a public-policy or diplomatic scenario. Define mandate and problem, map stakeholders, identify evidence and uncertainties, compare three options by legality/effectiveness/equity/cost, define a communication or negotiation objective and write what must be recorded and approved.

The learner then selects a realistic use case for Public Sector Leadership, writes a one-sentence goal, identifies required information and resources, chooses an approach and creates a five-step action plan.
Practice task: Choose a work scenario, separate facts from assumptions, write five action steps and define two pieces of evidence that would demonstrate quality.
Knowledge check: What should be verified before action? Why is the chosen method appropriate? What evidence shows the result is accurate, useful and ethical?
